To be honest its the riding the brakes. She was going at least 85 at some points and was still on the brakes.

I don't really see a problem. She is on the brakes because they are following a little too close, well too close to just let the car coast to reduce speed if traffic slows a little.
If it is a constant braking, then maybe the person's brake position sensor is to blame. Either way, if traffic is moving, which it doesn't look like it is very fast in the picture (so braking is justified), and if it is moving at a decent speed who cares, you have visibility of what cars ahead are do you you can predict traffic slow down no matter what Saturn is doing

It's not that he has to get ahead of him, it is the constant break tapping that drives me nuts as well. Space properly and understand that you can slow down by taking your foot off the gas. Its not a binary Gas/brake decision process. Coast a bit and learn h0w to save a little gas in the process.

Its a GM. Brake pedal switch is probably broke, causing them to stay on. Maybe.
